Flint homes were practically built for radon
Most of the housing in Flint and the surrounding townships went up before 1980: full basements, concrete block foundation walls, sump crocks, floor drains, and slabs that have had fifty-plus Michigan winters to crack. Every one of those features is a door radon can walk through. Block walls are the quiet one. The hollow cores act like a chimney for soil gas, which is why two houses on the same street can test wildly differently.
None of this means Flint homes are unsafe to live in. It means they should be tested, and the ones that test high should be fixed, which takes a day.
What a mitigation system actually does
The fix is called active soil depressurization, and it's less dramatic than it sounds. A suction point is drilled through the basement slab (or tied into the sump or drain tile), a sealed pipe runs from under the floor to above the roofline, and a quiet, continuously running fan pulls the soil gas out from under the house before it can get in. The radon that used to seep into your basement gets vented harmlessly above the roof instead.
Done right, the system runs silently in the background for years, your levels stay low, and a small gauge on the pipe tells you at a glance that it's working. Done wrong (undersized fan, unsealed suction point, sloppy routing), it becomes a pipe that decorates your basement. The difference is the installer.

Winters make radon worse, and this is why
When the ground freezes, the top layer of soil seals like a lid, and the soil gas that used to vent upward through your yard takes the path of least resistance instead: the warm, low-pressure basement on the other side of your slab. At the same time, your house is closed up tight for the season, so whatever gets in, stays in.
